KwaZulu-Natal Capacity Development Programme
The KwaZulu-Natal Provincial Public Service Training Academy (Academy) is an institutional mechanism aimed at ensuring a co-ordinated and structured approach to human resource development in the Province. It is a dedicated unit in the Office of the Premier, whose exclusive function is to facilitate, coordinate and integrate human resource development in the Province and the Provincial Administration. The Academy provides a specialized skills development, human resource development and training service to the officials of the KwaZulu-Natal Provincial Administration.
Furthermore, the Academy serves as a catalyst for change and aims to inspire new behaviour and stimulate individual growth and development. It further aims to empower individuals with critical thinking and decision-making skills and build a responsible caring public servant, one that displays behaviour and values necessary for enhanced service delivery.
The key performance area for the Academy is to continually develop human resource capabilities and competencies to improve the performance of the KwaZulu-Natal Provincial Administration. To achieve this, one of the numerous priorities set for it is the development and delivery of courses and programmes aimed at developing the capability of the human resources and creation an efficient and effective administration. The academy has identified inadequate management development & support for both provincial & local government managers. In addition there is inadequate needs assessment and evidence based public sector HRD capacity building programmes, and platforms for leadership to discuss and engage on contemporary human development and service delivery issues are non-existent. The UNDP –KZN government partnership seeks to develop training material/curriculum on selected areas to enhance the capacity of the KZN Public Service Training Academy to improve the public sector human resource capabilities and competencies to improve the performance of the KwaZulu-Natal Provincial Administration.
The UNDP partnership with the Academy seeks to:
- Develop training material/curriculum on selected areas to enhance the capacity of the KZN Public Service Training Academy to improve the public sector human resource capabilities and competencies to improve the performance of the KwaZulu-Natal Provincial Administration;
- Expand provincial public sector senior management knowledge base on selected and relevant public administration topics;
-Develop an Integrated Public Sector Human Resource Development and Professional Support Programme to inform the provincial public sector capacity building and planning aligned to the National Development Plan & the Provincial Growth & Development Strategy (PGDS); and
-Provide medium to long term capacity to the Academy as it repositions itself, including linking it up with the UNDP regional and global networks.
